We are currently seeking an experienced, highly-qualified Chief Compliance Officer (CCO) to work from our corporate headquarters in Lisle, IL.

The CCO primarily will design, implement, manage, and monitor an industry-leading ethics and compliance program that ensures that NELLC, its Executive Team, employees, and third parties comply with applicable legal and regulatory requirements and maintain a culture of ethics, compliance, and integrity. The CCO will evaluate the company's existing policies, procedures, strategies, processes, and procedures, seek input from relevant stakeholders, and develop a strategic plan to ensure development and continuous improvement of the ethics and compliance program. This position will report to the General Counsel.

  • Manages day-to-day operation and implementation of the company's ethics and compliance program throughout the United States and Canada, and across all NELLC branches and brands
  • Partners with the Executive Team; management; functional departments (including Legal, Finance, Internal Audit, Procurement, HR, Safety); local customer service centers (CSCs) and regional operations teams to align corporate goals and strategy with NELLC's ethics and compliance program, principles, and standards
  • Ensures the ethics and compliance program as designed and implemented meets principles established by relevant regulatory authorities, including the United States Sentencing Guidelines and the United States Department of Justice's Evaluation of Corporate Compliance Programs
  • Leads enterprise risk assessment and management in conjunction with other cross-functional teams and stakeholders
  • Develops and conducts education, training, and communications programs regarding the ethics and compliance program and underlying policies and procedures to ensure understanding and compliance
  • Monitors NELLC's third party employee hotline and seeks resolution of claims
  • Conducts site visits and transaction reviews to monitor status and evolution of the ethics and compliance program
  • Supervises and conducts investigations, including responding to reported concerns, hotline calls, and suspected regulatory or compliance violations, and ensures proper reporting of violations or potential violations to internal and external stakeholders, as appropriate and/or required by law
  • Conducts periodic benchmarking to ensure the company's ethics and compliance program meets/exceeds applicable industry standards
  • Regularly reports to the Company on aspects of the ethics and compliance program
  • Acts as a knowledgeable business partner providing competent and effective legal expertise to internal stakeholders
  • Reviews and evaluates federal, state, and local rules and regulations applicable to the commercial transportation industry
  • Recruits, develops, and mentors other compliance professionals for continued development and including Safety compliance
  • Effectively manages outside counsel as needed
  • An outstanding record of academic achievement. An undergraduate BS or BA degree, JD Degree from an ABA- accredited law school, and continuous membership in good standing in a state bar or association are required
  • 10 years of experience working in a corporate law department, business law firm, or government agency in the areas of compliance and/or internal or government investigations. Candidates must demonstrate a proven record of leadership, including significant responsibility in supervising and managing legal/compliance teams or departments
  • Significant experience with and understanding of federal, state and local regulations and regulatory authorities, including the Occupational Safety and Health Administration ("OSHA"), Department of Transportation ("DOT"), Department of Labor ("DOL"), Environmental Protection Agency ("EPA"), and their state and/or local counterparts
  • Prior experience interacting with government regulators regarding regulatory compliance and investigations is a plus
  • Prior experience in the commercial transportation industry preferred
  • Experience working with senior management, board members, and internal corporate control functions, including legal, finance, audit, and HR
  • Extensive experience designing, implementing, evaluating, and enhancing ethics and compliance programs, policies, and procedures, including for travel and entertainment, gifts and hosting, internal reporting/hotlines, and charitable and community donations
  • Prior relevant experience in the commercial transportation industry is highly preferred
  • Extensive experience advising business personnel and senior management on ethics and compliance, enterprise risk assessment, mitigation, and management
  • Committed to providing excellent customer service to both internal and external clients
  • Proven comfort level/experience working with stakeholders and employees across a variety of levels, functions, and locations
  • Excellent judgment and strong decision-making, dispute resolution, and negotiating skills
  • Outstanding analytical ability and written and oral communication and presentations skills
  • Demonstrated ability to act as a strategic advisor and identify holistic business solutions regarding legal and enterprise risk
  • Strong working knowledge of available ethics and compliance program tools, systems, and platforms, as well as MS Office Software (Excel, Access, Word, Outlook, PowerPoint)
  • Ability to manage outside counsel
  • Ability to anticipate client needs based on understanding of business, legal, and regulatory environments
  • Ability to preserve confidentiality of information
  • Ability and willingness to move with purpose and a strong sense of urgency
  • Accuracy and attention to detail
  • Ability to work independently and as part of a team
  • Self-starter with ability to organize and prioritize a large volume of concurrent tasks, in a fast-paced environment
  • Ability to work within strict timeframes and resolute deadlines
  • Ability to establish and maintaining effective working relationships with others
  • Ability to work extended hours and days, as needed, to accomplish assigned responsibilities
