POSITION DESCRIPTION AND BOARD EXPECTATIONS:

The Hollidaysburg Area YMCA is a long-standing, respected non-profit organization in Blair County. The Y offers a wide variety of programs and services including child care, health and wellness, summer camps, serves as the leading community aquatic program provider and much more to address community needs.

The board believes its new Executive Director/CEO should be an experienced leader who has the background and qualities that will permit him or her to achieve excellence in the following roles:

• Advocate the YMCA Vision and Be the Heart and Soul of the Organization  

Proactively interact and communicate with YMCA members, donors, staff and volunteers. Serve as an ambassador for the mission, cause and vision for the YMCA within the community as a respected leader with the ability to develop and cultivate relationships with key stakeholders, while always upholding the highest standards of the values of the YMCA’s heritage.

• Build and Manage the Staff Team

Serve as a leader who can motivate, engage and reward staff in a positive and productive manner. Lead by example; remain actively engaged in staff performance and development leading to superior results in programs, member satisfaction and community engagement. Maintain a culture of integrity, high ethical standards, and values.

• Establish and Implement a Strategic Plan

Lead the organization in an effort that rallies all YMCA’s stakeholders to achieve a strategic plan that aligns with the mission and vision. By partnering with staff, board, Y members and the community, create a plan that drives collective and bold impact to address critical social issues in communities served. 

• Continue Strengthening Operating Performance with a Focus on Fiscal Health

Demonstrate the ability to understand fiscal opportunities, challenges and complexities and ensure the Y grows in its financial capacity. Strong budgeting experience with a consistent record of budget balancing/surplusage required. Successfully create and achieve plans, with measurable short and long-term goals, to grow and retain members as well as assess and expand programs to have a greater impact on the community. 

• Lead Fundraising Efforts

Serve as the leader in fundraising efforts by working with the board to establish a plan for how the Y will raise annual contributed dollars for operations and providing financial assistance as well as capital dollars for facility expansion.  Ensure public and private partnerships and resources are developed to support operational needs and have the ability to instill confidence, credibility, and trust in the Y with community leaders and donors.

Salary Range: $70,000-$90,000 (commensurate with experience)  

Residency Expectation: Blair County Vicinity         

Benefits: Health care plan (i.e. medical, vision), term life insurance policy and vacation, as well as other benefits per the personnel policy. Retirement contribution - YMCA pays 5%/employee contributes 3% per eligibility requirements (www.yretirement.org). Fifty-percent reduced fee on child care.   

Minimum Candidate Criteria:

  1. Accredited 4-year college degree (required/non-negotiable).
  2. Minimum five years prior experience in a senior management role with a YMCA or related experience at a comparable organization/company.
  3. Proven successful track record of fiscal management for a complex organization in excess of $1M annually.
  4. Demonstrated ability to develop and strengthen community relationships.
  5. Proven ability to develop new programs, review and enhance programs being offered and effective in broadening engagement in the community.
  6. Demonstrated excellent leadership and communication skills (both written and verbal) as well as personal values consistent with the YMCA mission.
  7. Successful fundraising experience.
  8. YMCA Organizational Leader Certification (Note: Candidates not in possession of this certification have up to three years to obtain via Y-USA).

HOLLIDAYSBURG AREA YMCA ASSOCIATION FACTS:

Mission Statement: To put Christian-Judeo principles into practice through programs that build healthy spirit, mind, and body for all.

Service Area & Demographics:  Hollidaysburg Area YMCA serves the middle and northern tier of Blair County. Blair County has a population of 130,000. The Hollidaysburg Area School District contains 25,000.  Blair County, like central Pennsylvania, reflects the graying demographics of some east coast regions.  Solidly middle class in general with proportionate shares in the top and bottom strata.  There is no dominant remaining industry; large employers are primarily within the medical, government, education field, and retail fields.

History: Established in 1912, Hollidaysburg was 1 of 4 YMCAs in Blair County, for many years. Today, there are only 2 remaining Ys in Blair County. The efforts by leadership to move the Y to a new building in the 1970s, strengthened the Y to remain relevant. A facility expansion in 1984
added a lap pool and several multipurpose rooms.  In 1996, a full childcare program was opened in a leased building (24,000 sq. ft.).  In 2008 the Dysart Park Facility was doubled in size (now 56,000 sq. ft.) with a corresponding doubling of membership and operational budget.  The Y has earned, and enjoys, a good reputation and community support.

Volunteer Leadership: 19 Board Members. Approximately 315 additional volunteers engaged annually to help the Y deliver on its mission. 

Staff: 22 full-time, 120 part-time and 40 seasonal.

Department Directors: Membership, Customer Service, Finance, Program, Financial Development, Business Development, Human Resources, Aquatics, Maintenance, & Child Development.

Membership: 4400 individuals/1700 member units. Membership breakdown: Youth 15%, Family 64%, Adult 10% and Seniors 11%.  

Financial Position: 2017 budget of $3.1M based on a calendar year. Operating debt of $55,000 as of April 2017.

Annual Fundraising & Financial Assistance Awarded: In 2016 $82,000 was raised with a 2017 goal of $125,000.  Annually, approximately $250,000 is awarded in scholarships and program and membership support.

Capital Project Description: A driving reason for the “Meeting the Community Needs Expansion Project” that was phased in 2006 was relocating the child development center under one roof. Phase I doubled the floor space with the doors opening in 2008, but, the childcare programs were delayed due to project budget and construction costs constraints. The current facility was an elementary school built in the 1950's and vacated by the school district for 3 years before reopened by the Y. In the interim major investments have been made to sustain the viability of the facility. With operations stabilized, the childcare programs' healthy condition, and the aging building's demise looming over head, Phase II is a must. The planning and execution of the campaign will be performed in-house. The board of directors, retiring CEO, and community members feel with our recent experience, good community support, and proven capabilities to be good stewards of public trust, the $10M capital campaign goal is achievable. Timeframe of 2 years raising the money and designing the plans with one year for construction is optimistic, but doable. Operations will continue during construction with management of space and services.  

ATTRACTIONS & QUALITY OF LIFE BENEFITS TO LIVING AND WORKING IN THE COMMUNITY:

Hollidaysburg is the capitol seat of Blair County. Blair County is located in the Allegheny Mountains mid-way between Pittsburgh and Harrisburg. Johnstown College and Penn State University (PSU), are less than an hour away. Penn State Altoona, a major branch campus of PSU, is thriving.

Within an hour’s drive are lakes, ski slopes, numerous state parks, airports, destination retail centers, and major inter & intra state roadways. The Pirates’ AA affiliate, Altoona Curve, play in an outstanding Blair County Ballpark. Delarosa Park & Lakemont Park call Blair County home. Cost of living is reasonable and home values are favorable. School systems are well considered.
