Job DescriptionThe City of Raleigh Information Technology Department is looking for the right individual to join their award-winning GIS team that supports a broad array of technology and applications. We are currently seeking a GIS Analyst to join a team of innovative, creative, skilled, and fun people focused on advancing citizen facing services, enhancing internal services, and developing creative solutions. The GIS and Engagement Technologies team is comprised of staff supporting internal and external web sites, integrated web search, web form technology, content delivery across various channels, GIS desktop and web systems, and other emerging technologies.The IT Department plays a major role in the City's recognition for innovation. For example, the department has recently won awards such as Special Achievement in GIS (SAG) Award for innovative solutions using 3D visualizations to improve civic engagement and participation. The RoleThis position is a key member of the Enterprise GIS team. This team is responsible for developing and implementing a bold vision for GIS within the city through forward thinking and robust solutions. These solutions continue to improve services, drive organizational efficiencies, and assist in making thoughtful strategic decisions. The GIS team is leveraging modern technology including ArcGIS Server, GeoEvent Processor, ArcGIS Online, Oracle RDBMS as well as a variety of open source and complementary technologies. Additionally, the GIS system is a strategic technology that is the backbone for many of the City's major IT systems including Asset Management and Land Management. The position will work within a team environment and across the variety of City departments to develop, support, maintain, and improve a variety of GIS services. The Enterprise GIS team currently supports primarily an ESRI platform. The ideal candidate will be able to work independently while still flourishing in a highly collaborative setting. With problem solving and creativity, the candidate will generate new ideas, build upon existing concepts, and grow strong relationships across the City. Hiring Range: $51,822.00 - $75,000.00 (Promotional Range may vary). Duties and ResponsibilitiesEssential Duties:Develops and maintains GIS database management solutions in support of geospatial data and project initiatives; provides support and administration of data maintenance activities, workflow processes and related applications; develops scripts to streamline work processes and automate user interfaces.Prepares, reviews and updates mapping products and supporting data; responds to customer requests and provides specialized customer support; provides consultation related to GIS-supported products and projects; creates new map products based on customer requests.Researches, acquires and analyzes geospatial data; identifies data and/or equipment issues; develops, implements, tests and reviews solutions.Performs software installations and upgrades; develops custom software tools, spatial analysis models and applications for project automation and quality control for routine processes; initializes and maintains user accounts.Provides GIS training and project support to internal and external users; creates and maintains process and procedural documentation; prepares status and other reports.Performs other duties of a similar nature and level as assigned. Typical QualificationsEducation and ExperienceBachelor's Degree in information technology, Computer Science, Geography, Geographical Information Systems or directly related field and two years of professional level GIS programming, analysis, data management and/or cartographic products.ORAn equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation. Licensing/CertificationsGeographic Information Systems Professional or Esri Certification (Preferred).
